In 2008, the USGS Multi-Hazards Demonstration Project (MHDP) brought together over 300 experts to create ShakeOut the most comprehensive earthquake scenario and the largest earthquake drill ever. Over 5 million people participated in the event.
The MHDP is now preparing for its next major public project, "ARkStorm," a scenario to address massive West Coast storms analogous to those that severely impacted California in 1861/62.

A Conspiracy Theorist would say this is a setup.
1st, create a man-made climate disaster via HAARP
2nd, the drill gets the masses used to being rounded up
3rd, anytime, and seriously at ANYTIME, what are people going to do when they are on the trains, or already at a "safe" location when "Martial Law" is suddenly declared, and THEN the trains head to FEMA camps nonstop, and the camps then are LOCKED to keep people INSIDE.
